Probably all users have seen IGTV videos within Instagram at some time assuming that it was part of it, however, it was a secondary application to share videos on Instagram.

As mentioned before, the disappearance of IGTV, along with In-Stream ads, does not mean that the intentions of competing with videos will disappear.
