Slowly the National Congress begins to resume the rhythm of the conversations between the different blocks to form the commissions, a fundamental instance so that the bills can advance.

With the urgency of the treatment of the law that was finally approved and that allows the Executive to take debt from the International Monetary Fund until now the only commissions formed are those of Budget and Treasury and Finance, both chaired by the ruling party. The rest is still under discussion.

The new formation of the Chamber, its parity between Together for Change and the Front of All, was what delayed the talks. But now the splinters of the IMF vote on the law, in which La Cámpora was against it, and the decision of a certain sector linked to the Casa Rosada that Kirchnerism assumes the consequences of not having accompanied the president are reformulating the board in the Lower House.

“There is a sector linked to Albertism that wants to run La Cámpora from the presidency of the commissions and is, therefore, more open to giving in to the demands of Together for Change. Not in the commissions that threaten governability, but in the rest,” says a deputy from the Frente de Todos.

In the bloc of the ruling party, the interlocutors who are negotiating the places are the head of the bloc, Germán Martínez, and the deputy of La Cámpora, Paula Penacca. The conversations are on good terms since they seek that there is no fracture. So much so that Martínez wants to resolve the discussion this week in order to move forward with the productive agenda that could not be dealt with in extraordinary.

From Together for Change they are in talks with the head of the Frente de Todos block and although they recognize the “constructive spirit”, they do not fail to point out that “as long as they do not resolve the internal board it will be difficult to agree on something”.

The good predisposition that they foist on Martínez collides with some of the requests from JxC, which wants the Agriculture, Environment and Education commissions for them. The first is fundamental for the discussion about retentions, the second for the control, especially of Cecilia Nicolini, and the third to maintain the flag that the PRO and Together for Change raised in the last election. So much so that the now deputy María Eugenia Vidal presented her first project to dictate the educational emergency.

In the Senate, the situation is a little less complex. The very dynamics of the Upper House and the role played by the governors means that this fracture within the ruling party that is breathed and experienced in the Deputies does not have the same intensity in the Senate.

“Here there is not much discussion about whether La Cámpora or Albertism and Christianity. This is a block without many escapes, neither left nor right. The IMF vote was already known as it was going to be before going down to the premises, something that did not happen in Deputies. The bloc is more united than it seems”, explained a senator from the Front of All.

Retentions

A fundamental point and where there is a lot of interest on the part of Together for Change is in advance in the formation of the bicameral of treatment of the Decree of Necessity and Urgency. For the opposition legislators, this commission is key, taking into account the measures that the anti-inflationary plan that the Executive will announce these days can bring.

“We are going to move forward in unlocking the bicameral because now with the withholdings that commission can not work,” they explained from Together for Change in reference to the decree published on Saturday where the suspension of the withholding differential for derivatives exports was established. and soy by-products.

For Together for Change, the increase of two percentage points is unconstitutional, since by not approving the 2022 Budget, the Executive Power lost last December the delegated powers that through the Economic Emergency Law that was not renewed and that fell on December 31 past.
