Authorities confronted him and he died in a shootout.
The incident occurred around 1 a.m. in a residential and industrial area in southwest Houston, Texas.
Police and fire crews responded to the building after the fire was reported, Police Chief Troy Finner said.
According to the report, the subject opened fire on the other tenants as they left the house, possibly with a shotgun, wounding five, Finner said. Two of them died at the scene and one in hospital.
Fire crews rescued two other injured men, who were hospitalized with non-life-threatening injuries, he added.
The man then fired as firefighters battled the flames, forcing them to take cover until police arrived, found the man and killed him, Finner said.
So far the identity of the shooter or his victims has not been released, only that no firefighters or police officers were injured.
