One of the pre-release trailers for Doctor Strange in the Multiverse of Madness showed someone other than Steve Roger using Captain America’s shield. Tracking down this new character within the Marvel Cinematic Universe requires going all the way to the animated series What If…?, in which he was introduced. This is Captain Carter.
What would happen if…? is an animated series aimed at studying different possible realities within the Marvel Cinematic Universe. To do so, they change some facts of the already known stories. That explains why, in the first episode of the production, it is Peggy Carter who receives the super-soldier serum and not Steve Rogers. So, she emerges as the bearer of the shield.

The story of Captain Carter
The facts of the first episode of What if…?, entitled “What if… Captain Carter was the first Avenger?”, are the following. Peggy Carter is part of the Strategic Scientific Reserve. The narrative is set in the context of World War II. She is part of those involved, as a witness, in Project Rebirth. That idea is dedicated to generating soldiers like Captain America (played in the movies by Chris Evans).
When does everything get complicated? When Heinz Kruger, a HYDRA agent, learns about the experiment and attempts to steal the supersoldier’s serum. To do so, he plants a bomb in the headquarters where the experiment is taking place. Peggy Carter is aware of this, she risks her life to prevent everything from collapsing. The bomb explodes. She affects Steve Rogers, who can no longer receive the serum. Therefore, Peggy Carter decides to receive it instead of him.
